Sistem Ranking Tak Sesuai Untuk Menilai Prestasi Mereka

Ahli Parlimen Louis Ng menyeru kementerian pendidikan untuk memperbaiki sistem penilaian prestasi guru-guru.


Nilai prestasi guru bergantung pada bell curve dan menurut Ng, 5 peratus daripada tenaga guru di sekolah mesti diberikan gred C-, D dan E. Ini boleh menyebabkan guru-guru hilang motivasi untuk terus berjuang dalam industri pendidikan.

Ng berkata lagi, beliau mengambil masa selama 6 bulan untuk mendengar pendapat 1200 guru-guru yang ditinjau oleh persatuan guru Singapura.

Sesetengah guru, beliau menjelaskan, berkata gred prestasi mereka tidak pernah dijelaskan kepada mereka. Walaupun ada yang bertanya tentang proses itu, mereka tidak diberi penjelasan atau diberitahu oleh Reporting Officer (RO) bahawa tiada cara yang sesuai untuk membincangkan gred tersebut.

Pertimbangan yang dibuat beberapa RO subjektif dan tidak relevan. Ini termasuk persahabatan peribadi antara guru dan RO, guru-guru yang pernah bekerja dengan RO tersebut dan juga mereka yang lebih senang menurut perintah orang atasan.


Ng mencadangkan agar MOE seragamkan proses penilaian dan mewajibkan semua sekolah mengikutinya. Tiga perempat daripada guru yang ditinjau bersetuju bahawa ini perlu dilakukan, katanya lagi.

Walaupun MOE menyediakan garis panduan dan menjalankan latihan untuk menasihati Panel Ranking di sekolah yang berbeza, perkongsian guru-guru yang ditinjau menunjukkan bahawa ini tidak cukup mantap untuk memastikan piawaian penilaian, kata Ng.

To preset a quota for teachers to be thrown in the bottom grades for the sake of ‘filling it’ is just cruel and unusual.

Scrap the C-, D and E grades. Teaching is a noble profession and grading them that way will just demoralise teachers in the long run.

As an ex educator, I was a victim of the bell curve and like many others, it wasn’t based on merit or effort. Rather it was based on favoritism, the amount of MCs you take and how much of a ‘yes man’ you are.

So it’s about time the grading system change and fuck the bell curve. Or lose more teachers with calibre.
